GARHWA: The first phase of state poll is to take place on November 30th which covers 13 assembly seats of 6 districts in the state comprising Palamau maximum having 5 assembly seats, Garhwa, Gumla and Latehar having 2 seats correspondingly while Chatra and Lohardaga have single seat.
There are 189 candidates details were analysed – 19 from Husaainbad and Bishrampur, 28 from Bhawnathpur of Garhwa district, 16 from Garhwa assembly seat itself, Panki and Daltongunj 15, 12 from Chhatarpur etc. These candidates have filled their affidavits basis which 23 percent candidates have declared criminal cases against themselves.
The criminal cases against political parties are as follows; out of 189 candidates, 26 almost 14 percent have declared serious criminal case against themselves. The major political outfits including Congress, BJP, JVM and JDU are contesting from – 4 out of 6 from the congress party, 6 out of 13 candidates from JVM, 5 out of 12 candidates and 4 out of 12 BJP's candidate's details were evaluated.
The serious criminal cases against the candidates, among the major parties, 3(50%) out of 6 candidates analysed from INC, 4(33%) out of 12 candidates analysed from JDU, 4(33%) out of 12 candidates analysed from BJP, and 3(23%) out of 13 candidates analysed from JVM have declared serious criminal cases against themselves in their affidavits.
The criteria for serious criminal cases which insinuates such as – offence for which maximum Punishment is of 5 years or more, If an offence is non-bailable, If it is an electoral offence (for eg.IPC 171E or bribery), Crimes against women, offence related to loss to exchequer, offences that are assault, murder, kidnap, rape related, offences that are mentioned in Representation of the People Act (Section 8), Offences under Prevention of Corruption Act etc.
Out of 189, 59 (nearly 31 percent) have declared themselves as crorepatis, such as KN Tripathi and Rameshwar Oraon of Congress party and Shashi Bhushan Mehta from BJP. Among the major parties 3(100%) out of 3 candidates analysed from AJSU Party, 5(83%) out of 6 candidates analysed from INC, 9(75%) out of 12 candidates analysed from BJP, 7(54%) out of 13 candidates analysed from JVM and, 5(42%) out of 12 candidates from JDU have declared assets worth more than Rs. 1 crore.
The average of assets per candidate contesting in the Jharkhand Assembly Elections (Phase-I) is Rs 1.85 Crores.
The candidate have also declared their educational qualification which are as follows; 92 (49%) candidates have declared their educational qualification to be between 5th and 12th standard, while 83 (44%) candidates have declared having an educational qualification of graduate or above. 11 candidates are literate. There are 2 candidates who are Illiterate and 1 candidate holds a diploma in Oral Dental Hygienist.
